The above references to a very large extent means the control mechanisms to the rearing of cattle as it affects the crisis between cattle rearers and the farmers along grazing routes or settlements in and around the host communities.
Before now we have only known Hausa cattle rearers carrying long sticks behind their backs moving towards green areas or water ponds.
Not the ones brandishing sophiscated arms with chains of amunition around their shoulders and waist.
Mean and daring.
Lustful on the heaps of our daughters and mothers cultivating in our farms.
So…
The problem is not the regulatory frame work.
Not the huge financial loss/ benefits.
It’s not also anti receptive or co- habituality….
It’s about enforcement of the bounds,modus operandi,checks and balances…
We had anti open grazing laws.
What are the cattles still doing on the streets. Even at Abuja with the tough talking minister,cattles are menacingly moving in numbers.
Laws are made for those that are in the least lawful or deem to obey the laws or even attempt to obey the laws.
In this country, you report a herders clash to a DPO and he will ask you in low tone, after the herder’s are promptly bailed….” do you want him to still be on this job”….
That is frightening and it is worth the concern of every discerning critic.
The enforcer of the law who comes with paper and pen,or stick will think twice before approaching herders with AK 47.
Meanwhile the arm is not licensed or documented.
It’s not a secret that application for thesame arms by legitimate individuals and even community security are not approved.
A group who will make a call and an entire community is burnt down if there is breach of peace or their cattle is killed by community youths out of anger occasioned from damages on their farm products are in a better standing than community leaders with petition sweating outside police station to report deaths of loved ones who went to do a legitimate work at their farms.
Recently,a governor refused the conveyance of food down to the buyers in another region. This is an honest peaceful trade o. If benefits is considered for one,it should be for all.
I have been caught in the web of this sweet proposals back in time and I guess I was better of that it never happened.
As a patriot,I refuse the urge to state my fears and dissentment on this Ranching as it were believing that there may have been much inside the plan which may work for the state as against the suspect of mine and very many others.
Not as pessimists but knowledge of history and antecedents of those on this trade who has consistently been on the offensive against the receiving communities.
It was still to be disproved the incursion of a people who dislodged an indegeneous people and installed themselves.
It was also to be dissaproved that a people believe that lies and deceit are potent weapons against another for actualisation of an agenda.
I charge our representative to hastily advance thesame benefits to our traditional/cultural farmers expecting all the benefits as aforepasted.
