The Borno State acting Governor, Umar Kadafur has signed a N892.4 billion budget for the 2026 appropriation bill passed by the State House of Assembly into law.
Governor Babagana Zulum had initially presented a budget of N890.3 billion to the Assembly on 29 December 2025 for this fiscal year, which was subsequently increased by N2.37 billion by the Assembly.
In a brief signing ceremony on Tuesday at the Government House, Maiduguri, Kadafur said: “Your quick passage of this budget has ensured transparency and public interest in the critical sectoral allocations that could impact on people’s lives.”
Beyond the quick passage of the budget for assent, the acting governor stated, “I appreciate the legislators’ meticulous, diligent and sustained efforts, despite the prevailing economic realities and fiscal constraints of the local economy.”
He, therefore, hailed the House for its expeditious consideration and timely passage of both the appropriation bill and the Local Government Amendment Law 2000.
The amended Council Law extend the tenure of local government chairmen and councillors from two to three years.
According to him, the amendment was to strengthen grassroots governance and improve service delivery to the people.
Kadafur noted that the occasion marked the administration’s 2026 financial roadmap.
“This demonstrates the shared sense of responsibility and a clear understanding of the urgency of providing a sound financial framework for governance,” he added.
He also assured the Assembly and the people of the state of the administration’s commitment to prudence, accountability, and value for money to all the projects and programmes to be executed this fiscal year.
This is the first time an Acting Governor has performed this constitutional duty in the state’s history, following Governor Zulum’s proceeding on an annual leave and the subsequent constitutional transmission of power to his deputy.
The Speaker of the State House of Assembly, Abdulkarim Lawan, explained that the budget was reviewed after submissions from Ministries, Departments, and Agencies (MDAs), resulting in an increase of N2.37 billion.
Lawan said: “The budget increased by N2.37 billion, translating to a total sum of N892.4 billion,” adding that the budgetary increase was made in the health and education sectors.”
