After the glam and glitter that characterized the opening ceremonies of the NBA Surulere Branch’s Maiden Law Week (which featured an insightful Special Lecture by Prof. Joseph Abugu, SAN) on Monday, February 17, 2025, the Law Week programme proper got underway with a panel discussion and related activities on Tuesday, February 18.
Moderated by Justice Segun Ojienoh, the opening session had as its Guest of Honour, a former President of the NBA, Dr. Olisa Agbakoba, SAN. It also comprised a star-studded cast of distinguished legal luminaries such as Idowu Benson, SAN; Mrs. Abiye Tam-George; Dr. Rapulu Ernest Nduka; and Dada Awosika, SAN.
NEWSWIRE Law Events Magazine’s correspondent at the Eko Club, Surulere venue of the event reports that the session was convened to consider the topic, ‘ Safeguarding Democratic Values in a Changing World: The Role of Lawyers in Regulating State and Non-State Actors.’
It would be recalled that, in a chat with newsmen on Monday, the Chairman of the NBA Surulere Branch, Anene Nwadukwe threw light on the rationale behind this session, saying that while state actors can be easily identified – ie as comprising the public service, policymakers, the legislature and the judiciary, as well as the armed services (such as the military, the police and civil defence), non-state actors are a more nebulous set of people and can be divided into two broad categories: the formal (or lawful) non-state actors – such as the organized private sector, civil society, etc. – and the informal (and sometimes unlawful) non-state actors – such as the criminal underworld, as well as elements whose activities challenge the sovereignty of the state.
It fell to the panelists to outline the appropriate regulatory frameworks for each set of actors – state and non-state alike – and how lawyers can help in crafting such frameworks in a manner that ensures the supremacy of the mechanisms of state, the growth of the economy and the safety of members of the society.
