While the Rivers State Government has the constitutional powers to declare public holiday on Wednesday, 3rd May 2023 or any other day it likes it lacks the constitutional powers to compel the people of Rivers States to come out en mass to receive it’s visitor or to attend any particular function or event .
The Rivers State Government also lacks the constitutional powers to compel owners of shops and business premises along Rumuola to Rumuokwuta roads in Obio/Akpor Local Government Area of the State or any area of Rivers State to close their shops and business premises from 8.00 a.m. to 3.00 p.m. on Wednesday, 3rd May 2023 or on any other day or time for the purpose of welcoming a visitor or attending a function or event .
