Topic: Continental Trade and the Imperative of Unimpeded Movement of Goods, Labour and Services.

 

Emerging political, economic, environmental and social realities, coupled with technological trends have influenced migration more than anything in the history of mankind, hence the need to mainstream migration in our national agenda

The success of the AFCFTA assumes that there will be minimal restrictions on the movement of goods, labour and services between African countries.

The ECOWAS Free Movement Protocol is very critical to the furtherance of the region’s development and integration agenda.

Because it’s most important to unblock so many obstacles in the facilitation of intra-regional mobility of persons, goods, services and capital in the region, this session will consider the contributions and concerns of various stakeholders and the mitigating safeguards.

Session Chair: Segun Awolowo, Executive Secretary, Nigerian Export   Promotion Council

Olusegun Awolowo is the Chief Executive Officer of the Nigerian Export Promotion Council (NEPC). NEPC is Nigeria’s apex organization for the promotion of non-oil exports to diversify the Nation’s economy. He leads a team of nearly 400 staff spread across 15 offices and the head quarters in Abuja. Nigeria is witnessing significant growth in non-oil contribution to the nation’s GDP occasioned by increased trade volumes, export of non-traditional goods and exports to new markets. Engagements with the private sector, relevant government institutions and foreign missions are strengthening synergies and yielding positive outcomes for the sector.

His goal is to shift the focus from export of raw produce to value added products to increase revenue, value for the products, create jobs and improve lives.

Prior to NEPC, Mr. Awolowo worked in the Federal Capital Territory Administration as Secretary for Social Development, Area Councils and later Secretary of Transport, where he played a significant role in evolving a Master Plan for an efficient urban transportation system in the FCT. He worked in the FCTA until 2011, when he went back to his law practice. In November 2013, President Jonathan appointed him as Executive Director/CEO of the Nigerian Export Promotion Council.

Mr. Awolowo is a lawyer and a scion of Chief Obafemi Awolowo, one of Nigeria’s great founding fathers. He was called to the Nigerian Bar in December 1989. In the early days of his legal career, he worked with the prestigious law firm of Abayomi Sogbesan & Co. SAN and GOK Ajayi & Co. SAN.

Prior to working in the FCTA, Mr. Awolowo served in various positions in Chief Olusegun Obasanjo’s Administration including as Special Assistant on Traditional Institutions, Legal Due Diligence and Legal Matters during, which he covered a wide range of legal issues for Mr. President.

His experience at serving in Government has exposed him to national policy making at the highest levels as well as across the country.

He is the Session Chair for the topic: ‘Continental Trade and the Imperative of Unimpeded Movement of Goods, Labour and Services’


Panelists:

Frantz Celestin Designs the overall framework for the MIDA program, including an implementation strategy. This entails identifying the sectors/ ministries within Somalia that needs the most assistance in terms of institutional capacity building. Conduct regular institutional assessments in order to inform IOM’s level of intervention and duration of such intervention. Develop new MIDA projects and expand current activities when necessary, including providing long-term programming vision.

He Oversees and support the functioning of the Labour Mobility and Human Development Division (LMHD) and its related projects.

Celestin designed the overall framework for IOM’s Youth Employment Program in line with the UN and Government of Somalia’s youth strategies.


Mr. Oseinoma Okpeku has a Masters degree in Employment Law and International Labour Standards as well as a Masters Degree in Human Resource Management both from the University of South Wales, Wales. Prior to joining The Law Crest LLP, he worked for one of the top four retailers in the United Kingdom as a Senior Human Resource Executive and Head of recruitment projects.

Ose is also a member of the Chartered Institute of Personnel and Development UK and the 2nd Vice Chairman of the Employment and Industrial Relations Committee of the Section on Business Law of the Nigerian Bar Association

Mr. Okpeku regularly consults for multinationals, private organizations and  Government. He has led the HR integration process of significant mergers & acquisitions in the energy, finance and FMCG sectors. He is regularly engaged by multinationals to assist in reviewing their entire HR policies and procedures as well as developing functional employee engagement frameworks.

He has presented papers on employment law issues both within and outside Nigeria.


Clara has worked in BAT, GSK and GE – some of the most desirable places to work globally. She is one of the most respected HR professionals in Africa. And she only has a degree in Political Science from the University of Jos. She would always say to whoever cares to listen “your course of study does not always determine your career path.”

Clara Bot-Mang is an experienced Human Resources professional, Consultant and Project Manager with over 18 years work experience managing and working with a diverse workforce within a multi-industry, diversified infrastructure & technology company; highly successful FMCG multinational; global pharmaceutical business, not-for-profit organisation and HR consultancy business.

She has worked in several key HR leadership roles (both generalist & specialist) with responsibility for Sub Saharan Africa, several West African countries including Nigeria.

Dr. Tony Luka Elumelu is a seasoned migration practitioner and the Head of Division /Principal Programme Officer, Free Movement & Migration at the ECOWAS Commission in Abuja. His ten years of working at the regional organization has been very eventful, characterized by a catalogue of accomplishments both in his professional and academic endeavors. Living up to the expectation,

Dr. Elumelu distinguished himself as the best in all the five modules in the Regional Migration Policy Course organized by African Union and United Nation’s African Institute for Economic Development and Planning (IDEP) for Regional Economic Communities, (RECs).

After graduation from the University of Jos in 1984 he joined the Nigeria Immigration Service, as Assistant Superintendent of Immigration immediately after his one year National Youth Service.  A natural performer, he distinguished himself as an exemplary and outstanding officer, and in 2004 he was promoted to the position of Assistant Comptroller of Immigration.  A well decorated officer, he held positions such as the Public Relations Officer and Officer in Charge of Protocol at the Nigeria Immigration Service.

Dr. Elumelu holds a Doctorate degree in migration studies, a Master Degree in International Law and Diplomacy and a Bachelor of Arts Degree in Linguistics.

He has presented some salient papers on migration in the international fora. At the regional level, he has achieved landmark successes, most significant was the initiation and eventual adoption of the ECOWAS National Biometric Identity Card (ENBIC).


Afolabi Imoukhuede is the Senior Special Assistant (SSA) to the NG President on Job Creation and Youth Employment, Office of the Vice President.

Prior to his appointment to national assignment, he is the pioneer Chief Executive Officer of MCS Consulting Limited. An Accountant by profession, he is an experienced International Development consultant with sector focus in construction, real estate and small business development. He is also a certified Project Management and Human Capital consultant with particular emphasis on the Technical, Vocational Education and Training (TVET).

He is initiator and champion of the #SkillUp initiative, an Industry-Backed Technical Skills Competency Development solution designed to mitigate current dearth of skilled and competent technicians in the various industries by developing competent enterprise builders and wealth creators. #SkillUp is in partnership with the global certification awarding body: City & Guilds of London, the Government and the Industries.

Prior to this, he was the Deputy Team Leader/Intervention Lead with the UK Department for International Development – DFID/GEMS2 programme (managed by Coffey International) with sector focus on stimulating Growth and Employment in the Construction and Real Estate. At GEMS2, Afolabi championed the delivery of affordable housing for the lower and lower-middle income earners in Lagos state through the Private Public Partnership (PPP) procurement methodology. He also directed the implementation of the demand survey for affordable housing and related housing finance options for Lagos state and unlocking constraints around developing Skills for the Construction Industry.

Mr. Imoukhuede is a well sought out Speaker on issues of National Development particularly as it relates to Education for Employment, Job Creation, Skills Development, Economic Inclusion and Affordable Housing.
